Evo all stays on blue and red during step 8 does not blink when button is pressed after 2 key programming.

Question

Evo all ford focus 2012. When I'm setting up the device at steps 4 thru 8 and I press the button it never does the blink blue 10 times or red 10 times. It just stays on solid blue and red. I've attempted reconnected all the cables however It stills stay at solid blue and red. I've also attempted starting with red. However when I turn the key to ignition it does not turn to yellow. I follow the instructions on the website however nothing works. I've also updated the firmware version to the latest

After pressing the button the led flickers really fast, then you can jump ignition to program.
