all connections double checked including light blue/black to key data(ems com). i did cut the wire to see if engine will not start-and it did not start after cutting. that confirmed im on the correct wire.

Cutting the wire does not mean you are on the right wire, you could cut hundreds of wires in a vehicle and it would not start.

When you let go on red how many times do you push the programming button and how many times does the red led flash afterwards?

i cut only 1 wire (data key/ems com) to confirm im on the correct wire, then tap there the l.blue/black wire.. seven times pushed with six blinking red lights at the end.. then ign ON, there is about 8 blinks on the red then continous blink on the blue.. ign OFF..

no simultaneous red/blue blinking after ign ON
sounds to me like the module programmed. Guide says itll flash red, then flash blue afterwards...which is exactly what you just decribed.
