Dealer Tech Tool - Must be done at dealership?

Does the spare key programming have to be enabled at a dealership or are there other alternatives?

The only people that can enable spare key programming is the dealer.

 

We have a way around this for regular 40-bit keys but not the 80-bit SA keys.
